Carl B. Shockey is the founding owner and agency principal of Paragon Independent Insurance Agencies, Inc., where he has spent the past 23 years building an independent insurance agency and helping clients navigate their insurance needs.

Carl began his insurance career as a State Farm agent in San Antonio, where he was recognized as a multi-year member of State Farm’s Millionaire Club. He later served as a Market Sales Manager with Allstate in Phoenix before becoming an exclusive Allstate agent in the Dallas-Fort Worth area. During his time with Allstate, he was named North Texas Region Rookie Agent of the Year and earned a place in Allstate’s Chairman’s Inner Circle.

As an independent agent, Carl has continued to earn recognition from leading insurance carriers, including Elite Safeco Agency, Platinum Progressive Agency and Travelers Premier Agency.

Carl has been a member of PIA Texas for 16 years and previously served on the board, including as Vice President and President. He holds a bachelor’s degree in Physical Education and History from Lamar University and the Certified Professional Insurance Agent (CPIA) designation.

Outside of insurance, Carl is involved with Austin Ridge Bible Church and its Equip Theology Ministry, as well as Faith-Based Entrepreneurship. He brings more than two decades of insurance experience and a deep understanding of the independent agency system to PIA Texas.
